On January 9, 2021 The League of Women Voters of Greater Rockford sent a questionnaire to reachable candidates in the Municipal Elections being held April 6, 2021. Early voting started March 12, and mail-in ballots available when a request is sent to: Rockford Board of Elections at voterockford.com, Boone County Clerk’s office and the Winnebago County Clerk’s office.

The results below are for the Rockford and Belvidere city races only. Candidates not submitting questionnaire information will have their names present, all candidates are in ballot order.

Why do you want to be on the City Council? What prompted you to run for office?Running for third 4 year term as Mayor... fully invested in moving the City and the people of Belvidere forward and upward. My business background and communication skills enhance my ability to attract new people and businesses to Belvidere

Do you have any plans, or ambition, to seek other elected positions in government after serving on the City Council?No, This office is my only goal.
Do you plan to hold regular public constituent meetings?Yes, monthly
What are the special challenges of your constituent area and how do you plan to address those needs?Our focus in Belvidere has been on growth, creating a sustainable economic development program that leads to financial stability and a lower burden on taxpayers.
What specific talents from your previous experiences make you a good candidate for your office?I tell it like it is. We directly address issues and co-operatively find workable solutions. My straightforward approach tends to lead to accomplishments that serve the community as a whole. Leaders create leaders.
What specific skills do you bring to the committees?Lifelong learning and leadership skills. I serve as a VP of the Illinois Municipal League (8th consecutive term) ... Chairman of R1 Regional Planning Commission (2nd consecutive term) Executive Chair Community Action Agency (6 years)
What is your experience in group negotiations for stated goals? (In partisan situations certain guidelines may need consensus.)Considerable. Every good decision for public policy is a compromise of best ideas and best practices. My leadership history and leadership style is constantly focused on open ears, equal consideration, and appreciation of everyone’s input.
If you feel strongly about a particular issue and your constituents feel the opposite, how would you vote when the issues comes up on the Council?Vote with my knowledge and experience. That's why I was chosen to represent.
In decisions where your constituent area will gain at the expense of the community as a whole, where does your allegiance to your constituent area end and your concern about community-wide issues begin?As Mayor, the entire community is my constituency. The good of the community as a whole is always my focus. Decisions that may have a greater impact on a portion of the City must be discussed with full knowledge and transparency.
What is the core reason(s) for crime in your constituent area and the community as a whole.We have a strong community where crime does not thrive. Our citizens and law enforcement work together and we have avoided the issues that have divided other communities. We have been successful in holding the line on crime.
What ideas do you have to reduce crime in your constituent area and the community as a whole? Please include funding ideas.We have long-standing programs for public education that engage the public in learning about law enforcement: Citizens in Policing classes and our VIPS (Volunteers in Police Service) BPD continuously seeks seeks budget supplementing grants.
Do you support retraining police to reduce confrontational police tactics?Yes, confrontational police tactics are not necessary to keep the peace.
What method would you support to pay for additional social resources to keep the peace?Re-allocate current police funding to pay for additional social resources. No higher taxes.
What do you think the community can do about the increase in gun violence that has not already been done?The above reply choices are too limited. I support a fully funded BPD to meet the Belvidere’s needs.



Belvidere has no gun violence issues that requires anything more than enforcing existing laws.
What ideas do you have for more commerce that brings jobs to the community for middle-class wages and benefits?Our community has a recognized and valued workforce. We will continue working to create a favorable environment for businesses to thrive. We welcome new residents seeking all that Belvidere has to offer.
What do you think needs done to address the issues of social-economic and race inequity this community?We have not had the degree of racial tension experienced by other communities. The quality educational and employment opportunities, low crime rate, and recreational opportunities in Belvidere continue to create a city united, not divided.
Concerning the Covid-19 pandemic, what mitigation-level rules you support?Recommended CDC-recommended masks and 6-foot social distancing.
Please state any other areas, important to you, that you want the public to know.My next four years will continue the focus of building an economically vibrant, safe, family-oriented community of neighbors, bound together for the common good. We will aim high and accomplish our goals together.
